Company Overview:

The Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) is responsible for providing services to Oklahomans who are affected by mental illness and substance abuse. ODMHSAS places importance on training and developing staff to provide services that promote consumer empowerment, wellness, recovery, and integration in the community. The Human Resource Development team designs and develops instructional material for traditional classroom training courses and on-line training activities for internal and external customers of ODMHSAS.

Job Type/Salary: Full-time, M-F; $60,000 annually


The Instructional Design & Training Manager will oversee the instructional design, learning management systems, and development and delivery of Instructor-Led and online learning for internal and external customers. The position will develop course content, and is responsible for all aspects of the instructional systems design process. This position will work with the customer, project manager, and SMEs to create specific learning objectives and interactive exercises, as well as create necessary evaluation survey for further analysis.


  • Master’s degree in Organizational Development, Education, Human Resources, Psychology or related subject
  • Four years’ experience in training, human resources development or instructional design
  • Two years of supervisory experience

Preferred Qualifications:

  • Knowledge of learning management systems
  • Experience using Adobe Creative Cloud (InDesign, PhotoShop)
  • Experience developing and delivering professional development topics
  • Demonstrated project management experience
  • Ability to measure ROI
