Job Title:    President of Western Oklahoma State College


Education:     Ph.D. or Ed.D. in Higher Education or related field

Training or Experience Required: Prefer minimum of 8-10 years of classroom and administrative experience in higher education; at least three years should be at the level of Vice President

Special Knowledge, Skill, or Ability: Other than those included within this description, must be able to negotiate contracts, mediate disputes, and handle sensitive and confidential information; must have knowledge of accreditation standards; must be able to operate within local political environments. Must be able to travel to various meetings to represent the college.

Reports to:     Board of Regents

Performance Expectations: The President must be competent in the following areas:

(A)   Be patron/employee focused to resolve problems effectively

(B)   Manage human resources.

(C)   Manage resources with fiscal responsibility while maintaining proper accountability of records

(D)   Manage information and communications with faculty staff, students and public effectively

(E)   Conduct short and long range strategic planning to set and/or attain college goals and objectives.

(F)   Demonstrate leadership for students and staff.

(G)   Be a team player with co-workers, subordinates, other managers, and community leaders to accomplish college objectives or goals

(H)   Be involved in maintaining and developing quality college academic programs.

Job Goal (Purpose of Position): To perform executive-level duties under minimal supervision to provide leadership for all academic/instructional programs, business affairs, and student services, and to oversee employment of all personnel. Because of the complexity of the job, an incumbent in this position will utilize discretion, ethical conduct, and independent judgment.

Contact with Others: An incumbent in this position has regular contact with persons outside the college which requires tact, diplomacy, independent judgment, and problem solving. He/she must be skilled and experienced in making formal presentations and interpreting policies and procedures.

Essential Job Functions/Performance Responsibilities:

1.   Serves as chief administrative officer of the college and assumes responsibility for leadership in the general administration of the institution.

2.   Recommends the employment of personnel, changes in personnel, and personnel policies.  Recommends new faculty members to the Board of Regents for appointment. Assumes  responsibility for organizing and administering programs of evaluation/appraisal and training for all college employees.

3.   Prepares an annual budget and submits it to the Board of Regents for their approval.

4.   Formulates and recommends the annual salary program for all employees of the college to the Board for approval.

5.   Assumes responsibility for establishing and maintaining an ongoing public relations program.

6.   Directs the development of the building maintenance program for the college.

7.   Develops a comprehensive long range master plan of development for the college.

8.   Lends influence towards the development of appropriate local, state, and national educational policies.

9.   Exercises broad discretionary power to implement Board of Regents’ policies.

10.  Make policy recommendations to the Board of Regents.

11.  Actively engages in fund raising for the college.


SALARY:   Within $100,000 to $150,000 Range
