This opportunity for a highly experienced Senior Programme Manager will require someone with a structured and rigorous approach to delivery as well as an agile innovative ethos. The successful candidate will need to strong leadership skills, drive, clarity and focus to ensure Boeing not only meets but exceeds our clients expectations . This program is in its infancy and there are many unknown elements that will require adaptability and creative thinking in working with our business development teams and the customer


The programme has the potential to become a exemplar within the Police sector and provide the foundation for building a framework capability across England. Change and growth is at its heart and as such Boeing requires a leader that can envision, drive and deliver on that opportunity


The position will establish overall business leadership and execute profit and loss responsibility across a range of projects, manage employees and mid-level managers to develop and execute integrated organisational business plans, policies and procedures

This role will take responsibility for leading all activity for Boeing Information Services (BIS) in delivery of the Staffordshire Police IT transformation programme. Responsible for all contractual obligations, continually seeking to find efficiency and improvement opportunities to the benefit of the Customer and Boeing. In order to be successful, the incumbent will need to work closely and effectively with the core services (Distributed Information Services, IS Capabilities and Supply Chain functions) to ensure a seamless and comprehensive customer service. To this end the role requires a high level of commercial acumen, vision, customer focus, people management skills, and collaborative working in a matrix organisation

Success in this role is measured by

  • Successful IT transformation programme start up,  integration and execution
  • Delivery of Staffordshire Police programme financials through optimising services and implementing Continuous Improvement activities.
  • Growing the programme through winning new adaptive change and leveraging transformation opportunities
  • Delivery of SLAs and KPIs in line with contract requirements.
  • Positive employee engagement
  • Customer satisfaction

Additionally will operate as the senior leader for Boeing at the Staffordshire Police site and will coach and mentor programme delivery staff particularly with respect to commercial acumen.  The job holder will also be expected to play an active role within the Boeing Information Services Leadership Team and participate in activities to promote high levels of Programme Management excellence throughout Boeing


Key Responsibilities

  • To programme manage all aspects of service and project delivery.
  • To own the Customer relationship within the Partnership
  • To ensure sustainment of contractual obligations of the contract – in practical terms this means owning all the programme meetings and activity
  • To work closely with the functions and core services to ensure a comprehensive and coherent service to the customer.
  • To work across the Boeing Information Service structure  to
    • drive synergies
    • instil a commercial focus and diligence 
    • deliver adaptive change
    • promote Programme Management best practices
    • drive innovation
  • To optimise the services  portfolio through proposing and implementing service improvement  plans
  • To work closely with Transformation PM to ensure transformation programmes migrate effectively from Development into Sustainment

  • Experience of implementing IS business services  into customer  organisations as part of business and IT transformation programmes, and proven experience of reducing cost, increasing business performance and enhancing the user and customer experience.
  • Experience of managing, optimising and rationalising legacy IT estates using ITIL processes, and managing the full IT life cycle spanning architecture and design, build, hosting, service management and application development and support.
  • Experience of working within a commercial IT service delivery organisation such as an IT outsourcer or Systems Integrator, delivery IT optimisation and transformation services on a chargeable basis.
  • Experience of industry standard software development and project delivery methods such as Prince 2, Agile, DevOps and MSP.
  • Experience of implementing Digital, Mobile and Data Analytics strategies and other new technologies is highly desirable. 
  • Proven experience of successfully managing customer and supplier relationships.
  • Police /  Security services experience is not essential but is advantageous
  • Degree level education (or equivalent education or experience)
  • Must hold, or be willing to gain SC level and NPVV3 security clearance.
