Job Summary:


The Workforce Purchasing Specialist will act as a liaison between the Oklahoma Office of Workforce Development (Workforce), OSU Oklahoma City and Stillwater operations. The incumbent will support critical processes necessary for statewide activities including but not limited to:

  • Accurate grant accounting, financial process monitoring, tracking, reporting and escalation as appropriate.
  • Contracting, purchasing and invoice processing to ensure accurate and timely payment processing.
  • Quarterly Federal Reporting.

 

 

Pay Rate: $16.83 per hour

 


 

Essential Job Functions:

 

  1. Assists in the management of all phases of fiscal operations, processes and controls to ensure State and Federal fiscal compliance. 
  2. Processes all budget modification requests insuring all documentation is provided for processing in Budget & Finance.
  3. Tracks all payments through OSU processes, enterprise and operational systems and reconciles payments between OSU and State Treasurer systems.
  4. Assists in the preparation and processing of financial documents including grant account management, purchase orders, invoices and funding documentation duties to include but are not limited to:
  5. Contract and Funding Management.
  6. Upon receipt of the sub-award amounts to each Local Area, the incumbent will ensure proper documentation is available for contract administration.
  7. Purchase Order Creating and Modification.
  8. The incumbent is responsible for accurate documentation and entry in Oklahoma State University (OSU) financial management systems.
  9. Invoice Processing.
  10. For programmatic purchases made by the Workforce, the incumbent will initiate, manage, track and report on the Purchase Requests and update all necessary systems and processes.
  11. Federal Reporting.
  12. Preparation and entry of applicable federal grant reporting
  13. Assists the Purchasing office
  14. Completes all mandatory training and participates in a minimum of two professional development each year.
  15. Perform other related assigned duties.



 

Requirements

 

Education:

  • Associates degree in business, accounting, finance or a related area of study, or an equivalent of experience and education.

 

 

Skills/Proficiencies/Knowledge:

  • Must have demonstrated skill in coordinating work with separate units and divisions.
  • Strong analytical, technical, interpersonal and organizational skills
  • Must be an effective communicator, with strong verbal and written communication skills, and possess the ability to think and work independently, and as part of a team.
  • Excellent attention to degree of accuracy and attention to detail
  • Must possess problem-solving skills and the capability to handle multiple customer requests simultaneously.
  • High degree of initiative.
  • Professional and diplomatic demeanor and appearance.
  • Strong technical proficiency, with strong working knowledge of Microsoft office applications.
  • Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads and public/employee contact.
  • Ability to communicate diplomatically, clearly and effectively, both verbally and in writing to exchange information, give/receive instructions and respond to inquiries appropriately.
  • Evidences a history of demonstrating ethical and professional behavior.

 

 Preferred Qualifications:

  • Bachelor’s Degree preferred in business, accounting, finance or a related area of study, or an equivalent of experience and education.

 

 

Working Conditions: 

Work will be performed in an office environment with a significant amount of public contact, in person, by telephone and via email.  



Physical Requirements: 

Duties require extended periods of sitting, talking, listening and computer usage
